There was official acknowledgement in that thread on Nov 22 2024. Many people have unusable devices, and the best workaround is to side-load an APK from a 3rd party website.
Will there be public evidence it's been fixed before May 1 2025, at 00:00 UTC?
Resolution guidance:
If all Pixel phones (4 and newer, fully updated) become capable of downloading the Device Utility app from the Google Play store, resolves as fixed.
If the official setup flow gets people up and running without hitting a wall or searching for solutions, resolves as fixed.
Weakest allowable fix: if the Google Home app directed to a support article describing how to side load the APK and proceed.
