definition of open source- more information on architecture and training? open weights? free for most/all use cases? something more?

@ainsarch I don't know the technical stuff but people gotta be able to download it and run it for themselves. Doesn't necessarily have to meet the strict definition of open-source as long as I can buy a few H100s or whatever and have GPT-4 running locally.
