Resolves YES if Trump is elected, and this plan centrally happens and ground is broken.
Resolves NO if Trump is elected, and this plan centrally doesn't happen.
Resolves to fair market price (percentage) if Trump is not elected.
If things are on track when he leaves office, but ground has not yet been broken, deadline will be extended to see if ground is broken, but if this does not happen by inauguration day 2033 then this is NO regardless of other considerations.
