When the first person to have either an Asian or European passport walks on the Moon, resolves to their passport nationality. If that person holds two passports, one from either answer, would resolve 50/50. If two people on the same crew could cause opposing resolutions, resolves to the individual who steps on the surface first.
How this person arrives to the Moon is not germane (i.e. they could go to the Moon on a US mission)
