Is Hezbollah different from Lebanon for these purposes? What should a declaration of war look like? Given that a war has been clearly ongoing for a while now, is that enough to count as a declaration?

Lebanon is already at war with Israel. Lebanon has not not-been at war with Israel since Israeli Independence.

You can't declare war on someone you're already at war with.
