Resolves YES if, on December 31, 2024, OpenAI (or another organization that inherits its IP) is still providing public API access to GPT-4 (or a more powerful LLM). (If the service is down on that day due to a transient technical problem, it still counts.)

Resolves NO if GPT-4 becomes inaccessible before that date due to OpenAI shutting down (without its IP being passed on and used), choosing to withdraw access, or being forced by regulatory/legal action to withdraw access.
